Let us now look at what governments, politicians, and well-known figures around the world have said about this issue. For the sake of clarity, we will divide the discussion into two parts.
First: How the Non-Islamic World Views Daesh
A. Russia
Russia, long regarded as one of the West’s principal rivals and a close observer of Western policies and actions, has expressed the following views on Daesh:
1. Vladimir Putin
At a press conference on October 24, 2014, Russian President Vladimir Putin said:
“Daesh did not emerge out of nowhere. It is the result of the West’s political game.”
He later addressed the issue again during the United Nations General Assembly on September 28, 2015, saying: “We know that the United States and its allies are supplying Daesh with weapons and money. We know this, and so does everyone else.”
2. Sergey Lavrov
On January 26, 2016, Russian Foreign Minister Sergey Lavrov told a press conference in Moscow:
“The United States deliberately created the conditions for Daesh to emerge, and deliberately brought it into existence.”
3. Russian Ministry of Defense
In an official report released on September 28, 2017, Russia’s Ministry of Defense stated: “The area under American control in the Middle East is the safest place for Daesh. There is no better sanctuary for the group.”
B. Fidel Castro, President of Cuba
On February 16, 2015, Fidel Castro said:
“Daesh is part of America’s political game, and it is a product of American policy.”
C. Nicolás Maduro, President of Venezuela
In a speech on March 11, 2015, Maduro said:
“Terrorist groups like Daesh are created by imperialism, that is, by the United States, to justify war and secure its own interests.”
D. Luiz Inácio Lula da Silva, President of Brazil
In a statement issued on September 12, 2016, Lula said:
“Daesh is the result of Western policies.”
E. Emmanuel Todd, French Political Scientist
Speaking on January 11, 2014, Emmanuel Todd said:
“Daesh is the result of America’s strategic mistakes, and today the whole world is paying the price.”
F. Olaf Scholz, German Politician
Before becoming Chancellor, Olaf Scholz said:
“The Iraq War gave birth to Daesh.”
G. Ron Paul, Former Member of the U.S. Congress
On March 12, 2015, Ron Paul said:
“Daesh is the product of American foreign policy.”
H. Noam Chomsky, American Philosopher
Noam Chomsky stated:
“The occupation of Iraq played a major role in the emergence of Daesh.”
I. China
1. Xi Jinping
Speaking before the United Nations General Assembly on September 23, 2014, Chinese President Xi Jinping also referred to Daesh as a consequence of American foreign policy.
2. Wang Yi
At a press conference in China on August 15, 2014, Chinese Foreign Minister Wang Yi said that Daesh was the result of a Western conspiracy and the product of Western policy. He made the same point again on September 27, 2015, on the sidelines of the United Nations General Assembly, saying that Daesh was the outcome of America’s mistaken policies.
