Influence in Africa, Yet Marked by Harsh Defeat
In earlier parts, we touched briefly on the blows ISIS struck against Ahl al-Sunnah in Syria and Iraq. We now turn to another chapter of their record, one that exposes the countless betrayals they committed against the Muslims of Africa.
The crimes of ISIS are truly without limit and beyond full description. The shadow cast by their violence extended from Asia to Africa and reached as far as Europe, leaving entire regions unsettled. In this introductory section, I will offer a concise overview of the group’s presence across the African continent and the countries where its influence took root.
1. ISIS’s Six Provinces or Regional Branches in Africa
According to various reports, ISIS established several regional entities in Africa that it referred to as provinces. Each operated with its own localized structure and set of responsibilities.
2. Methods of Expansion and Organizational Structure
Across Africa, ISIS adopted a decentralized model rather than a single, hierarchical command. Its regional branches were granted wide latitude in planning and executing operations. They entrenched themselves by exploiting fragile governments, internal ethnic tensions, and deep economic challenges that many countries faced.
3. Consequences for Local Ahl al-Sunnah
A number of local groups, most prominently Boko Haram, aligned themselves with ISIS or reorganized under its influence. Many of these movements were ultimately drawn in through deception. This cooperation strengthened their operational capabilities, intensified the brutality of their tactics, and increased the level of coordination in their attacks.
According to available reports, ISIS’s activities extended into the following countries:
1. Nigeria, operating primarily through Boko Haram.
2. Chad, counted as part of the ISIS’s West Africa Province.
3. Cameroon, where ISWAP maintained influence.
4. Mali, home to the branch known as ISIS in the Greater Sahara or Sahel (ISGS).
5. Burkina Faso, a significant area for ISIS’s Sahel network.
6. Democratic Republic of the Congo (Congo-Kinshasa), where the Central Africa Province (ISCAP) maintained a presence.
7. Mozambique, the location of a dedicated ISIS local branch.
8. Morocco, where the arrest of individuals linked to ISIS revealed efforts to expand into North Africa.
9. Egypt, where ISIS’s Sinai Province remained active.
10. Somalia, where reports also noted an ISIS presence, and some analysts suggested that its methods had spread into East Africa.
In the parts that follow, Allah willing, we will explore ISIS’s influence in Africa in far greater detail.
