In the year 35 A.H., the Kharijite group of Qadiyah initiated their activities at a time when they were under the strict surveillance of Amr ibn al-As (may Allah be pleased with him), the governor of Egypt, and he had imposed restrictions on them.

Amr ibn al-As (may Allah be pleased with him) implemented these measures to ensure security and to prevent any criticism against the caliph and the governor.

However, the Kharijites repeatedly sent petitions to the capital and incited people to first rebel against Amr ibn al-As (may Allah be pleased with him) and then against Uthman (may Allah be pleased with him). But before the situation could escalate to rebellion, Uthman (may Allah be pleased with him) accepted their petition.

He appointed Abdullah Ibn Abi al-Sarh (may Allah be pleased with him) as the commander of war and tax collection in place of Amr ibn al-As, while Amr ibn al-As (may Allah be pleased with him) was made the commander of religious affairs.

However, the Kharijites persistently tried to create discord between Amr ibn al-As (may Allah be pleased with him) and Abdullah Ibn Abi al-Sarh (may Allah be pleased with him). They used the evil tactic of spreading rumors and slander, which led to such a deterioration in the relationship between the two leaders that they began to speak harshly against each other.

Upon learning of this situation, Uthman (may Allah be pleased with him) dispatched a message to Amr ibn al-As (may Allah be pleased with him), urging him to come to Madinah, as there is no benefit in holding a position or governing a province where animosity towards you prevails.

In compliance, Amr ibn al-As (may Allah be pleased with him) journeyed to Al-Madinah al-Munawwarah and delegated all provincial matters to Abdullah Ibn Abi al-Sarh (may Allah be pleased with him).
